You could ask that question and maybe not get the answer you want. From the scenario you describe it sounds like the people who have the say in what the state of New Jersey does with email is politically motivated to go with Exchange. Not political in the sense of Republican or Democrat but more of "I think Exchange is better" or "my boss thinks it's better so I am going with it too." Your quote "mandating Exchange for all agencies, regardless of budget, costs, etc. " indicates to me that no matter what logical reasons you give to this person why they should not go with Exchange they will go anyway since that is what they believe.
Believe me when I say no matter what IBM does in the form of advertising, sales, support, or giving it away for that matter some companies or government agencies will do what they want anyway.
